scripts: west_commands: runners: add ST-LINK GDB server

Add the ST-Link GDB server (part of the STM32CubeCLT) as west runner.
The STM32CubeCLT is an all-in-one multi-OS command-line toolset, which is
part of the STM32Cube ecosystem, and notably includes a GDB server for
debugging using ST-Link probes.
This runner supports the "attach", "debug" and "debugserver" commands.

runners: add '--dt-flash=y' for silabs commander
...
Due to a bug in scripts/west_commands/runners/core.py, the value of
--dt-flash can currently be True, False, or the default value, 'n'. The
script silabs_commander.py only check the truth value of --dt-flash,
so the default value is interpreted as a truthy. That means that the
default case was effectively the same as if dt-flash was set to True.
Set this flag to True by default explicitly, in the same
way as done for pyocd or jlink.

boards: openocd: Use STM32-specific configuration for ST boards

The OpenOCD STM32-specific configuration was included into the common
configuration, which was then used in board files. Follow nRF5
convention instead: use manufacturer-specific config in boards.
Also due to the fact that the include of STM32-specific config was
placed *after* board_finalize_runner_args() it didn't really work
anyways.

boards: common: programatically set MAX32_TARGET_CFG

Configuration files such as max32655.cfg is used for openocd purpose
and is stored in variable ${MAX32_TARGET_CFG}. It was set manually
based on whether CONFIG_SOC_MAX32655_M4 is set, now, it gets set
automatically utilizing ${CONFIG_SOC} variable.

The ecpprog command is an utility written by Greg Davill for flashing
FPGAs such as ECP5 or CrossLink-NX series. Devkits typically have an
FTDI interface chip to access the external flash. FPGA image is
typically at flash offset 0x00000000 flash offset, and the Zephyr
image offset can be set via CONFIG_FLASH_LOAD_OFFSET.

Many boards have similar code to configure the USB and CDC ACM UART that
they want to use as a logging or shell backend. Some of them have an
incorrect or incomplete configuration.
These boards do not have a built-in debug adapter, but a SoC with a USB
device controller and a bootloader with USB device support. Introduce
common CDC ACM UART configuration that these boards should use for
logging or shell backend to avoid duplicate or incorrect configuration.

Update the board cmake to use xsdb runner, If users would like to
use default xsdb.cfg then need to pass the fsbl.elf binary via
--fsbl option when using west flash or twister commands.
Usage:
1) west flash --runner xsdb --elf-file kv260_r5/zephyr/zephyr.elf
--fsbl <path>/fsbl.elf
2) ./scripts/twister -p kv260_r5 --west-runner xsdb --device-testing
--device-serial /dev/ttyUSB0 --west-flash="--fsbl=<path>/fsbl.elf"

west: add NXP S32 Debug Probe runner
...
The NXP S32 Debug Probe is a JTAG-based probe that enables debugging on
NXP S32 devices. This probe is designed to work in conjunction with NXP
S32 Design Studio and this runner offers a wrapper to launch a debug
session from cli.
`flash` command is not implemented at the moment because presently there
are no zephyr boards that can make use of it and test it.

west: runner: add support for NXP's linkserver
...
Linkserver is a utility for launching and managing GDB servers for NXP
debug probes, which also provides a command-line target flash programming
capabilities. Linkserver can be used with NXP MCUXpresso for Visual Studio
Code.
For more information about LinkServer, please visit the LinkServer web
page (link [1] below).
This commit adds a runner to west, supporting debug and flash commands.
Documentation is also added.

init: remove the need for a dummy device pointer in SYS_INIT functions

The init infrastructure, found in `init.h`, is currently used by:
- `SYS_INIT`: to call functions before `main`
- `DEVICE_*`: to initialize devices
They are all sorted according to an initialization level + a priority.
`SYS_INIT` calls are really orthogonal to devices, however, the required
function signature requires a `const struct device *dev` as a first
argument. The only reason for that is because the same init machinery is
used by devices, so we have something like:

/* only set by DEVICE_*, otherwise NULL */
const struct device *dev;
}
```
As a result, we end up with such weird/ugly pattern:

static int my_init(const struct device *dev)

/* always NULL! add ARG_UNUSED to avoid compiler warning */
ARG_UNUSED(dev);
...
}
```
This is really a result of poor internals isolation. This patch proposes
a to make init entries more flexible so that they can accept sytem
initialization calls like this:

static int my_init(void)
{
...
}
```
This is achieved using a union:

/* for SYS_INIT, used when init_entry.dev == NULL */
int (*sys)(void);
/* for DEVICE*, used when init_entry.dev != NULL */

/* stores device pointer for DEVICE*, NULL for SYS_INIT. Allows
* to know which union entry to call.

This solution **does not increase ROM usage**, and allows to offer clean
public APIs for both SYS_INIT and DEVICE*. Note that however, init
machinery keeps a coupling with devices.
**NOTE**: This is a breaking change! All `SYS_INIT` functions will need
to be converted to the new signature. See the script offered in the
following commit.

scripts: west: introduce Lauterbach TRACE32 runner

This patch introduces a West runner for flashing and debugging with
Lauterbach TRACE32 debuggers. The runner consists of a wrapper around
TRACE32 software, and allows a Zephyr board to execute a custom start-up
script (Practice Script) for the different commands supported, including
the ability to pass extra arguments from CMake. Is up to the board using
this runner to define the actions performed on each command.
The `debug` command launches TRACE32 GUI to allow debug the Zephyr
application, while the `flash` command hides the GUI and executes the
start-up script in a background process.
