For the parts of the simulator which are dedicated for the native
platforms (POSIX arch based):
* Refactor the parts that interacts with the host, so it is possible to
use it also with embedded libCs
* Enhance it with more options to allow:
* Keeping the content just in RAM
* Erasing the EEPROM file at exit
* Clearing the file at boot
* Also show in the command line help the default file name.
As part of this:
* Update the kconfig dependencies, so we allow building it with other
C libraries in the native targets
* Update the table in the native_sim docs to indicate all C libraries
are supproted now

This file uses several functions which are extensions to the the
std C library. Let's explicity select one of the extensions
which includes it instead of relaying on somebody having
set it for this file somewhere else.

In order to bring consistency in-tree, migrate all drivers to the new
prefix <zephyr/...>. Note that the conversion has been scripted, refer
to #45388 for more details.

Refactors all of the EEPROM drivers to use a shared driver class
initialization priority configuration, CONFIG_EEPROM_INIT_PRIORITY, to
allow configuring EEPROM drivers separately from other devices. This is
similar to other driver classes like I2C and SPI.
The default is set to CONFIG_KERNEL_INIT_PRIORITY_DEVICE to preserve the
existing default initialization priority for most drivers. The
exceptions are at2x and emul drivers which have dependencies on SPI,
I2C, or flash drivers and must therefore initialize later than the
default device priority.

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.

Add support for a eeprom simulator. The PR limits the addition to
qemu_x86 but it can easily be added to other devices by defining the
eeprom simulator in the dts and setting 'CONFIG_EEPROM_SIMULATOR=y'
