This follows update of UTCPD.VBSCALE register field. It supports:
- "divide-20": External VBUS voltage divider circuit should be 1/20
for EPR application. The divided voltage compares with
200mV to set or clean VBUS Present bit.
- "divide-10": External VBUS voltage divider circuit should be 1/10
for SPR application. The divided voltage compares with
400mV to set or clean VBUS Present bit.

DTS property attributes are (by default) not required.
Explicitly specifying `required: false` is redundant.
Perhaps a warning to that effect would be useful.

Add pin control properties to the STM32 UCPD bindings file so that
the pins can be configured in the device tree.

All in tree device drivers use some form of DEVICE_DT_GET
so we no longer need to require label properties.
