The Atmel sam4l have generic clock 5 enabled at 1024Hz. Update sam4l
sam_tc_input_freq_table index 0 to reflect right value.

Refactor and merge the SoC support files for the Atmel SAM E70 and SAM V71
product series. These SoCs are part of a larger product family (SAM
E70/S70/V70/V71) and share a common set of peripherals.
Support for the two remaining product series (SAM S70/V70) is not part of
this refactoring as these will require further additions to the Atmel HAL.

The Atmel counter driver requires a valid pinctrl list to initialize.
This relax this condition since the timer can be used as general purpose
timer, which may not require a pin associated with the timer unit.

Exposes the RC register so that the initial value can be set in
the device tree. This is useful in the case where the timer
generates an event but an interrupt is not required.
e.g generate event to sample adc on RC register match.

Refactors all of the counter drivers to use a shared driver class
initialization priority configuration, CONFIG_COUNTER_INIT_PRIORITY, to
allow configuring counter drivers separately from other devices. This is
similar to other driver classes like I2C and SPI.
The default is set to CONFIG_KERNEL_INIT_PRIORITY_DEVICE to preserve the
existing default initialization priority for most drivers. The
exceptions are the maxim_ds3231 and mcp7940n drivers which have a
dependency on a SPI driver and must therefore initialize later than the
default device priority.

Add basic counter driver based on Timer Counter (TC) module for Atmel
SAM family.
Remarks:
- The driver is not thread safe.
- The driver does not implement guard periods.
- The driver does not guarantee that short relative alarm will trigger
the interrupt immediately and not after the full cycle / counter
overflow.
Tested on Atmel SMART SAM E70 Xplained board
