The CMSIS module glue code was part of arch/ directory. Move it to
modules/cmsis, and provide a single entry point for it: cmsis_core.h.
This entry header will include the right CMSIS header (M or A/R).
To make this change possible, CMSIS module Kconfig/CMake are declared as
external, allowing us to add a new Zephyr include directory.
All files including CMSIS have been updated.

Many device pointers are initialized at compile and never changed. This
means that the device pointer can be constified (immutable).
Automated using:
```
perl -i -pe 's/const struct device \*(?!const)(.*)= DEVICE/const struct
device *const $1= DEVICE/g' **/*.c
```

Any project with Kconfig option CONFIG_LEGACY_INCLUDE_PATH set to n
couldn't be built because some files were missing zephyr/ prefix in
includes
Re-run the migrate_includes.py script to fix all legacy include paths
