Instead of using 32 bit enum values for event numbers, convert
the code to use 64 bit long bit fields. This means that the
user API is changed to use 64 bit event values instead of 32
bit event values.

Add option to use the connection manager to
schedule a (re-) sync on connection and diabeling the
work, when there is no connection.

this adds the option to have the clock periodically resynced with
the time from the sntp server, instead of just syncing at startup.

dhcpv4 option, by the net_init_clock_via_sntp function.

In order to bring consistency in-tree, migrate all subsystems code to
the new prefix <zephyr/...>. Note that the conversion has been scripted,
refer to zephyrproject-rtos#45388 for more details.

With this feature enabled (via CONFIG_NET_CONFIG_CLOCK_SNTP_INIT), an
application will automagically get correct absolute time via POSIX
functions like time(), gettimeofday(), etc.
